Pakistan PM calls for stricter oversight of legislative process

Pakistan Prime Minister Shehbaz Sharif has expressed serious concern over what he described as inadequate preparation of private bills being introduced in the National Assembly and Senate.

In a letter sent by the Prime Minister’s Principal Secretary Asad Rehman Gilani, federal ministers, secretaries, and parliamentary secretaries were instructed to thoroughly review private members’ bills to ensure they align with the legislative framework, government policies, and broader national interests.

The directive underscores the need for vigilant oversight to address what the premier views as lapses in the legislative process. The letter also highlights the importance of identifying and opposing bills that are considered objectionable or inconsistent with government policies.

“Complete review and tracking of private members’ bills is essential,” the letter stated, emphasizing coordination among ministries to handle legislation deemed contrary to the constitutional framework or legislative policy.

Concerns about the legislative process are not new. Deputy Speaker of the National Assembly Syed Ghulam Mustafa Shah recently complained about the lack of ministerial participation in parliamentary sessions.

Similarly, Speaker National Assembly Sardar Ayaz Sadiq had urged members to seek technical assistance from the National Assembly Secretariat in drafting bills.

Law Minister Azam Nazeer Tarar also appealed to lawmakers to consult the Law Ministry for input on private bills before submission to avoid drafting flaws.
